What the Company Training Committee Grant is, what it can support, and common questions.

The short answer

Job redesign
Redesigning roles and workflows as the company changes how it works.
Systems rollouts
When an ERP or AI agents go live, people need training and updated roles. That is where the two meet.
Questions
CTC Grant: common questions
Figures checked on the official pages on 3 November 2026. Funding levels and eligibility are set by the agencies and can change.
What is the CTC Grant?
The NTUC Company Training Committee (CTC) Grant is managed by NTUC's Employment and Employability Institute (e2i). It co-funds transformation projects at organisations that have formed a Company Training Committee, with the aim of improving the business and worker outcomes together.
What is a Company Training Committee?
A platform where management and union or worker representatives work together to upskill and reskill workers alongside business transformation. Unionised companies set it up through their union, and non-unionised companies work with e2i, which may involve signing a Memorandum of Understanding. e2i: CTC
How much funding can I get?
Up to 70% of qualifying project costs. In-house training is supported at S$9 per hour per worker, and external non-SSG-supported courses up to 70% of the course fee. Funding caps may apply. e2i decides the amount based on how strong the transformation is and how the cost compares with the worker outcomes you commit to. e2i: CTC Grant
What can the CTC Grant cover?
Equipment and software (including OEM software and related training), consultancy services, and training, as part of a transformation project. Job redesign is part of the workforce outcome. It does not cover SSG-supported courses, items that already receive other government funding, foreign workers, or components bought outside the funding period.
Can it cover an ERP or AI agent project?
It can support software and consultancy as part of a transformation project, provided the project is endorsed by your CTC and tied to the worker outcomes below. Whether a specific ERP or AI project qualifies is e2i's decision. A new system also changes how people work, so training and job redesign often come with it.
What do workers get in return?
For each impacted worker, at least one committed outcome: a wage increase, a skills allowance (recurrent, or one-time for training-linked projects), or a Career Development Plan covering role, salary range and skills. Only Singapore Citizens and Permanent Residents count as funded workers. Claims are paid once the committed outcomes are met.
Who can apply?
Entities registered in Singapore that can form a CTC, such as companies, societies and charities. Government bodies, statutory boards and foreign companies cannot. e2i states no minimum number of workers, but the outcomes must match the size of the funding. Eligibility is set by e2i and can change.
Can I start before approval?
No. A project that starts, in whole or in part, before the Letter of Award is issued is invalid, including any downpayment. Check with e2i before you sign a contract or pay a vendor.
How do I apply, and can a consultant apply for me?
First form a CTC and have the project scope validated, then have e2i review your draft plan. You then submit the application on the e2i Grant Portal. e2i rejects submissions from third parties such as consultants, so your company submits it. Check the e2i pages for the current steps.
How long does it take, and what is the deadline?
Approved projects typically get one year to complete, as set out in the Letter of Award. e2i's page says the application deadline was extended to 31 March 2028, but its FAQ still shows an earlier date, so confirm the current deadline with e2i before you plan around it.
What is the difference between the CTC Grant and the EDGE Grant?
The EDGE Grant, from Enterprise Singapore, supports business projects such as systems, internationalisation and sustainability, up to S$100,000 a year per company. The CTC Grant, from e2i, supports transformation projects that come with training and worker outcomes. A cost cannot be funded twice, so we plan which cost sits under which scheme. EDGE Grant questions
Is approval guaranteed?
No. e2i decides.
Where can I check the official terms?
On the e2i CTC Grant page and the e2i CTC page. Funding levels, eligibility and deadlines are set there and can change, so treat this page as a guide only.
